Biography

In 1998, she graduated from the Azerbaijan State University of Foreign Languages with a bachelor’s degree in English Translation.

From 1997 to 1999, she participated as a listening student in Boston University in USA, and participated in short-term courses and trainings on “Conflict Resolution” and “Leadership”.

From 1997 to 2002 she worked as an professor assistant at the USA National Peace Foundation in Azerbaijan and at the “Welsh  Association”.

From 2001 to 2002, she started working as a volunteer in international and local non-governmental organizations on social work with children and child development, and was placed among the first social workers.

From 2002 to 2003, she was a volunteer at the UN Resource Center, then she worked at the National NGO Forum.

From 2003 to 2006, she worked in the international children’s organization UAFA, and actively worked in the field of children’s development and their return to families with disabled children in boarding schools. She gained knowledge and experience in the field of social work by participating in many international programs and trainings.

In 2004, she got admission into the social pedagogy faculty for the master’s degree at the University of Stuttgart in Germany.

From 2005 to 2007, she received her master’s degree at the Azerbaijan State University of Foreign Languages.

Since 2006, she has been working as a deputy in the Department of Children’s Problems at the State Committee for Family, Women and Children’s Affairs, as a director of the Shuvelan Children and Families Support Center, as an assistant of the Chairman, as head of the Department of Work with Regional Centers, and since  2016 at the present, she is working as a head of staff.

Since 2008 up today, she has been represented the State in more than 100 conferences in the Council of Europe, UN and ISESCO in various committees related to the children and families and other international organizations. She actively participates in the preparation of periodic international and national reports on children and women and presents them to international organizations, as well as in Parliament, leading a group of experts.

Since 2010, she has been represented as a national expert in the Council of Europe Lanzarote Committee (The Council of Europe Convention on Protection of Children against Sexual Exploitation and Sexual Abuse) and was the coordinator of companies and projects for the ratification of the Convention by our country (2016-2019).

Since 2021, she is also represented as a national expert in the Steering Committee for the Rights of the Child (CDENF) in Council of Europe .

In June 2022, she led the group of experts established  for the purpose of presenting the next 6th periodic report on the country in the UN CEDAW committee and actively participated in the hearing session of the report at the UN.

On January 23-24, 2023, she was group leader of experts established to participate in the submission of the next 5th and 6th periodic report submitted by the government of Azerbaijan to the UN Committee on Children’s Rights and actively participated in the hearings held at the UN.

She is Azerbaijani group leader in the Turkey-Azerbaijan interdepartmental working group, which was established in 2022 in accordance with the Action Plan signed within the framework of the Intergovernmental Memorandum on Family and Children Issues between Turkey and Azerbaijan.

From 2011 to 2014, she received a master’s degree on the international Denver II test in a child development at the University of Colorado, USA. The Azerbaijani version of the test was developed and applied at the Child and Family Support Centers.

From 2009 to 2012, she received the 2nd higher education at the State Administration Academy under the President of the Republic of Azerbaijan, and from 2017 to 2021, she studied at the post-graduate level of the Academy on “Political Institutions and Systems”. She is working on a dissertation on “Social Service Policy in Azerbaijan in the Context of International Practice”.

Since 2007, she is the author model of the Child and Family Support Centers in Azerbaijan.

The Family Centers model (based Child and Family Support Centers), which is a new social service center adapted for Azerbaijan by benefiting from international experiences, was taken into the “Socio-economic development strategy for 2022-2026 of the Republic of Azerbaijan” and “I State Program on the Great Return to the liberated territories of Azerbaijan”. She is the author of the Idea and Concept of 5 Family Centers to be built in Azerbaijan by 2026.

Since 2016, she has been engaged in pedagogical activities in the Social Work program at the Azerbaijan State University of Culture and Arts. She is the author of 3 educational programs and 9 scientific articles. Her 4 articles were published in the materials of international and local conferences.

In 2016, she won the International Leadership Program in the USA and graduated from the program.

In 2018, she participated in the social work exchange program at the Dominican University of the United States and gave lectures on “Social work in post-Soviet countries” to the university’s master’s students.

Within the framework of the program, she gave a lecture at San Luis Washington University in the USA and conducted research on the topic of her dissertation at the University’s Center for Social Development.

In 2016, by the Decree of the President of the Republic of Azerbaijan, she was awarded the the Taraggi Medal (“Progress” medal) for her effective activities in the field of solving gender problems and implementing socially oriented policy.

She is married and has 2 sons.
